UGO, the online service for social service for child welfare.

Social service for child welfare is part of French County councils’ prerogatives. The Essonne County council wishes to pursue its trend to introduce innovation in its administrative procedures, in order to bring forward a better public service.

It used to take a social worker up to 3 hours to find a foster place for a child in danger ; the social workers were working by phone on the basis of a paper directory. Now, it takes less than 5 minutes to solve the problem, thanks to the UGO online service. The new procedure is simplified, optimised, and more secure.

In practice, the social workers log on to a platform which shows the available foster places, according to a multiple criteria (age, type of housing…). The entire transaction is confirmed by an email. The automating of the repetitive tasks has been favoured.

The payment of the program source code, which any local government may download, is a full part of the project. The Essonne County council has therefore chosen to pay its software development under a free software license. Thus UGO is available freely on the ADULLACT website (French association of the free software users in local government).

The goal is indeed to create a community of users with other County councils, in order to guarantee a sustainable development of the business software. New developments could thus be put forward by other local governments, such as the addition of new functionalities. All consumers will consequently benefit from these improvements.
