Migration towards Free and Open-source Softwares: A case study with the Van Ban 2 high school, Lao Cai province, Vietnam

Summary

Although the Vietnamese government, through a national program, is promoting the use of Free and Open-Source softwares (FOSS) in administrations and governmental bodies, the actual situation shows an overwhelming use of (mostly pirated) proprietary closed-source softwares instead, included in the educational sector. It is however in such a context that a secondary high school, located in one among the poorest provinces of Northern Vietnam, has chosen the migration path towards FOSS since the end of 2009. The aim of this communication is to present typical problems linked to the use of closed-source proprietary and free open-source softwares in a developing country like Vietnam, through the experience of the Van Ban 2 high school in the Lao Cai province.
